Europe’s growing defense budgets create a chance for defense ministries to rethink intelligence, surveillance, and reconnaissance (ISR) approaches. The core difficulty lies in upgrading systems without abandoning decades of existing infrastructure already in service. The drive for interoperability, protected transmission, and budget discipline is reshaping how video and data are handled across ISR platforms.

“Backwards compatibility is absolutely critical,” said Mark Rushton, Global Defense and Security Lead at VITEC. “There are years, sometimes decades, of investment in platforms, networks, and standards that still have to be supported. The challenge is to bring in new capabilities without rendering those legacy systems obsolete.”

Balancing Modernization with Legacy Infrastructure

Military organizations have poured billions into ISR platforms that are still operationally useful but technologically outdated. Completely replacing them would be cost-prohibitive and politically difficult. Instead, ministries are concentrating on optimization by adding new IP-based video solutions on top of current architectures.

This mirrors a wider pattern across NATO members, who are extending the service life of existing fleets while selectively deploying cheaper, newer ISR assets. Through gradual modernization, ministries can protect sunk costs while adjusting to shifting operational needs.

The next challenge is securing these systems without causing slowdowns. Encryption is a mandatory requirement for ISR networks, but historically, adding security to video streams has increased latency — a problem for systems that depend on near-real-time situational awareness.

Encryption, Latency, and Operational Trade-offs

Rushton noted that modern encoding hardware lowers encryption overhead to just a few frames, keeping total delay operationally manageable at levels.

From a market standpoint, this trade-off matters. Defense buyers must justify increased spending by showing not just capability but also efficiency. The ability to add encryption without harming performance allows ministries to reinforce network defenses without commissioning entirely new architectures.

Interoperability Amid Fragmentation

NATO-developed standards have enhanced interoperability, but political constraints limit how much data is actually shared. Zero-trust architectures and role-based access controls are emerging as a compromise, enabling cooperation while letting sovereign nations determine which intelligence is shared and with whom.

This dual approach — interoperable in theory, selective in practice — puts pressure on vendors to deliver systems that can adapt video streams for coalition partners while meeting national security requirements. Transcoding and format conversion, once secondary tasks, are now central to ISR operations.

Economics of Disposable ISR Platforms

Economic realities are also driving change. Nations are shifting away from investing in multimillion-dollar custom aircraft toward cheaper, mission-specific platforms. Some are built with the expectation that they may not return from hostile areas. This move toward “financial resilience” means ISR payloads, including video systems, must be compact, power-efficient, and affordable.

For the defense technology market, this evolution creates demand for commercial off-the-shelf (COTS) solutions that deliver sufficient performance without the premium of full custom design. The shrinking gap between military specifications and COTS technology is speeding up the adoption of commercial codecs and hardware in ISR roles.

Market Impact: A New Value Chain for ISR

The ISR ecosystem is increasingly defined by three priorities — prolong legacy investments, integrate encryption and interoperability standards, and enable rapid deployment of affordable platforms. Vendors that can address all three simultaneously are well positioned to capture a growing share of defense modernization budgets.

Analysts note that Europe’s rising defense spending, with Germany, the UK, France, and Poland all targeting GDP shares at or above 3 percent, does not guarantee large-scale procurement of entirely new fleets. Instead, investment is likely to flow toward modular upgrades and incremental improvements. Video and data systems that can bridge old and new architectures while supporting flexible coalition cooperation are at the center of that market dynamic.
